The main considerations that were taken into account when developing the methodology were how to reach the largest number of organizations (organizations, projects, forums, etc.) in the shortest time possible, to the most trusted decisions and decisions acceptable to the participants.
The first phase is the clarification and comparison of factors and measurement goals. The process begins with individual contemplation and ending in group work.
The aim is to collect and prioritize the individually considered factors on the subject in question, also known as weighting. Weighting allows the co-worker model to show all the factors involved, with as much weight as the community as a whole attributed to the factor.
